This eight-hour seminar provides an in-depth review of the Housing Opportunity Through Modernization Act (HOTMA) as applied to Housing Tax Credit or Low Income Housing Tax Credit (HTC or LIHTC) properties, with a special focus on policies, forms, and implementation expectations established by Colorado Housing and Finance Authority (CHFA).
Participants will examine how HOTMA changes income calculation, asset limits, student rules, and recertification requirements, and how those changes intersect with tax credit program rules and CHFA’s compliance guidance.
Attendees will learn how to apply HOTMA rules consistently at tax credit properties monitored by CHFA, including aligning Tenant Income Certifications (TICs), documentation standards, and timelines with CHFA’s procedures. Emphasis is placed on practical decision-making at move-in, annuals, interims, and when correcting noncompliance, so that onsite and compliance staff can confidently manage files under HOTMA.
By the end of this seminar, participants will be able to:
- summarize key HOTMA provisions that affect tax credit eligibility, income determination, and rents;
- explain how HOTMA’s income, asset, and student provisions interact with federal Housing Tax Credit requirements;
- apply CHFA’s HOTMA-related guidance to Tenant Income Certifications, verifications, and file documentation;
- identify CHFA’s timelines, expectations, and monitoring practices related to HOTMA implementation; and
- update site procedures, checklists, and internal quality-control processes to meet both HOTMA and CHFA standards.
Who should attend?
· Onsite managers, assistant managers, and tax credit coordinators working on CHFA-monitored properties
· Compliance specialists, regional managers, and owners/agents responsible for tax credit portfolios in Colorado
· Asset management and back-office staff who prepare or review TICs, verify income/assets, and respond to CHFA compliance findings
A one-hour lunch break will be provided each day.
